1st Interdisciplinary Symposium on Public Procurement
The Faculty of Law of the University of Copenhagen and the Faculty of Economics of the University of Rome Tor Vergata, Master in Procurement Management, announce the launch of the 1st Interdisciplinary Symposium on Public Procurement. Its aim is to, through dialogue and discourse, bring together economists and lawyers in the field of public procurement, in search of reducing their language barriers and cultural diversities, aiming at reaching a joint wider understanding of specific issues, also to fulfill the ambitious task of suggesting reform for better rules of acquisition for Public Administrations. Four driving themes have been individuated, initiated by short colloquia between an economist and a lawyer:
1. Competitive dialogue and contractual design fostering innovation and need analysis;
2. Separation of selection and award criteria, including exclusion of reputation indicators like references to experience, performance and CV’s from award criteria;
3. Retendering a contract for breach of procurement rules or changes to contract;
4. Set-asides for small and medium fi rms, as in the USA system with the Small Business Act that reserves shares of tenders to SMEs only.
